Could it possibly be a bubble brush and then a styles added to it to make it transparent?

And to make things even easier here's a link for a free photoshop filter that will make bubbles for you... link, go down to freeware, click the link for Ulead Particle plugin and follow the directions.

thanks kelli and debbi .. :)
and yes debbi .. katee was done using a bubbles brush .. and they look transparent like that anyway .. used full opacity .. :)

FAR OUT KELLI .. i downloaded the particle plugin which has bubbles, smoke, fire, clouds and rain ..
i'm right in the middle of doing the bubbles right now ..
they have the spots of light .. this might be how i did it originally .. it looks exactly the same .. also you can change the coloring of the bubble ...
so now i have two methods .. thankyou so much ..
altho the ulead plugin is heaps better than using the spherize action in cs3 ..:)
