Quick question... Are "picture frames" legal in basic?

Borders are, but I avoid frames in basic. Frames are also something that is created in PSP as a layer, so that right there violates basic rules. I have sometimes used a simpler one in advanced, however.

Be careful with this particular frame, it has a small bit of text in one corner that needs to be cloned out, or you could get DQ'd for that.

Even though it is a layer, there is no pixel data on it. I thought as long as it didn't have pixel data it was ok. I sent an email inquiry to the sc early this afternoon but haven't heard back from anyone.
