So this soft focus challenge... How does one take a soft focus shot anyway?

Smear vasoline on a clear glass and place in front of lense.
Nylons or pantyhose (Whatever you want to call it) over lense.
Gaussian Blur in Photoshop.
Those are the ways I would do it.

FOr mine, I made sure my shot was crystal clear first. Then I applied a drastic gaussian blur of 70 pixels. Then I faded it to about 30%. I did this three times, fading to a lower percentage each time. Viola!
It's doing fairly well (knock wood)...

| My method of choice was to use the dust and scratches filter with a threshold of 0. This takes all the detail out of the photo, while preserving sharp contrasts of colour which can look pretty good after fading the effect to about 20% or 30%. I added Gaussian blur after this effect for this challenge. |

I did it the same way.... but not doing so well..... but I know why now. :-)

A less drastic effect can be achieved by using cellophane. When I was working in LA, we would use the cellophane from cigarette packages. Since I don't smoke, for the challenge, I used the wrapper from a CD. I think it worked quite nicely once I wrinkled it up.
It's also cheaper than a soft focus filter. Diffusion can be increased by adding layers and/or by wrinkling the cellophane.
