I'd like to create this type of border but I'm not sure how to do it. Anyone? Is it the marquee tool?

Create a layer from background (the image its self)

Create a new layer, then go to Image > Canvas Size (I assume you're using PS!) and add say 10 or 20 pixels to the dimensions in both directions, then fill the new layer with a colour of your choice. Drag the layer (I think you press F7 to bring up layers panel) behind the image, so only the extra 10 or 20 pixels show.

Then you can repeat to add the white (locking each layer as you go) and then the black.

That border seems to be made from 4 layers including the image.

Or, just enlarge your canvas size by whatever pixels you want, then repeat the process using another colour or size. It may take a couple tries to get the effect you want but it's very easy to do. Layers aren't needed to create it. This way also assures that your border is on the outside edge of the image, always.

To add more than one colour you do need to use layers otherwise it will simply recolour the same area each time you add the white and black bands.

No you don't.

When you increase the canvas you can choose a colour. It doesn't have to be black and white.

This was done with the method Jac described.

You hit Ctrl+F3! Just kidding. I hit that because I have the steps recorded as an action since it's a border I use a lot.

manual steps:

1 - Resize the final image to 634px on the longest side. You are going to be adding another 6px back with the border.

2 - flatten image (optional but depending on what layers are stacked up, they may affect the appearance of the border if you don't flatten first)

3 - on the menu choose Image, then Canvas Size. Put '2' in each of the boxes for height and width. Leave the Relative box checked. Choose black as the color in the bottom dropdown box.

4 - Repeat step 2 using the color Gray

5 - Repeat step 2 using the color Black again.

Not if you keep resizing. If you add a 10 pixel border, the next 10 pixel colour will simply be added to that, and so on. We may not be talking about the same thing here. ;]

One needn't be so subtle about it, or always use black and white ... ;-)

By using the "Canvas Size" technique, and UNchecking the "relative" box, you can set the exact number of pixels to add on each side, since the photo mounting mats this approach imitates are often cut wider on one side.
