I ran across this photo linkie and it's something I want to try. I want to do a net search on this to learn more about it but I do not know what to call the processing. Do you think this is from some kind of filter or standard effect or is it a combination of things like dodging and burning etc?

just some levels and gaussian blur maybe

For sure she's dodging and burning the eyes and doing some selective sharping of the eye iris'. Pretty easy stuff.

Looks like local contrast sharpening a'la Clarity in LightRoom (besides the obvious PP on the eyes).
I'm not sure of the nuts and bolts of the "Draganizer" action but it also has that gritty feel.

skin looks like some midtone contrast in shadwos/highlights. and for sure dodge/burn in the eyes

try the model makeover tutorial on this site... that'll get your eyes poppin...

also....

try duplicating your layer, go black and white w/ it, adjust the threshold (can't remember the specifics of this part...) its basically going high contrast though, so it could be achieved w/ levels... then apply a gaussian blur, and switch the blending mode of the duplicated changed layer to overlay and mess w/ the opacity... some fun results w/ portraits. good luck, and post your results if you're happy w/ them!

Easy to see the excessive smoothing of the skin probably with an NR tool. Also looks like the B&W conversion with channel mixer leaving a high value in the red channel.
