In basic editing, it says Gaussian Blur is allowed, can the opacity be lowered on it once the effect is put on, as long as it is put on the whole image? Are there any restrictions on it? The rules aren't very clear in regards to that, I don't want to get disqualified.

Yes, to my knowledge it is okay to lower the opacity of a layer in basic.

"Acid" in basic TUT.

In Basic you can:

1) Filter > Blur > Gaussian Blur
2) Filter > Fade > Fade Gaussian Blur

What you cannot do in Basic (but can in Advanced editing) is duplicate the Background layer, apply the blur filter, and then lower the layer opacity to allow the Background layer to show through and blend with the blurred layer.

However, with some experimentation, you can probably achieve a close approximation of the latter result using the former technique. Good luck!

I read this as if she was speaking about DOWNLOADABLE actions that are not legal in basic editing but she sets out trying to achieve the same results by using basic editing steps.

Curves is an Adjustment layer and contains no pixels -- that is different than an layer containing a version of the image which then has a filter applied to it, which is what the OP is desiring to accomplish.

Adjustment layers are the only ones allowed in Basic editing; you can't use any layers containing pixels or masks at all.

Ah, you are correct here. But, the DPC tutorial uses only Adjustment Layers, no layers containing pixels, in order to bypass any illegal steps by using Basic-legal ones.
