Are we allow to rotate the image horizontally. Have a picture of a woman looking to the left, but you want her to be looking to the right (Maybe a portrait) and you rotate it that way? Legal?

It is my understanding that you can rotate the complete image but you cannot rotate an element within the image. So if you plan on rotating the complete image it should be ok.
But I always tell users, be on the safe side and send a ticket to the SC.
ETA: Flipping an image as you are suggesting should be ok as well if you flip the complete image.

In photoshop it's called "flipping". You may flip the entire image vertically and/or horizontally in basic or advanced editing; tyhere's no restriction on this. It's different from rotation, of course...
