It depends -- helpful, huh? :)
For example, I love my very old Sigma 75-200, which I find is very sharp at reasonable speeds and has a constant f/3.8 (which at 200 is excellent). I bought it for $30. Some people would hate it (and I do mean hate it); the barrel is the "push-type" and it extends on its own when it's hanging around your neck; it's old and sometimes vignettes (which I also usually love). For me, it was the right price to replace a Nikon 70-300G that wasn't sharp. Right lens for me at the time.
The Sigma 70-300 APO may be the same for you; some ways to check prices are to check eBay sold prices (it's under advanced searches) and to check places like B&H. B&H has this lens in its used stock right now for $139 with an item condition of "9" (it's here). If the lens you're buying isn't in really good shape, especially the optics, $100 might be too much, but if it's in good condition, it might be a good price.
See, so, it depends :) I hope even with my wishy-washy answer, I've given you at least a bit of help!
Best,
Rob
