Put 'em on mannequin's throughout a clothing store.....or in a window display (possibly Victoria's Secret).

Firing off some ideas:
One man & one woman both wearing the red noses facing each other - in a show of affection they are rubbing noses (eskimo kiss)...they could even be dressed up as eskimoes.
A man wearing the red nose could do a balancing act with an interesting an complementary shape. A single white egg balanced on his nose.
A sitting woman showing all ten toes that have the noses on them. She would be posed in such a way that indicates she is painting her toe nails. In her hands a bottle of red nail polish. (using chewing gum) She could even be blowing a pink bubble (that way the shape is complementary to the shape of the red 'toes'.
Two children facing each other playing patty-cake or those hand clapping games...and on all of their fingers are the clown noses. Make sure that you capture their laughter as they play the game.

Lighting would be akin to a darkened theater with the light just illuminating the face of the subject an mayhap the empty theater chairs are barely visible in the backdrop. The subject with have their hands covering there eyes like they are scared to watch but nonetheless are peeking with one eye visible. On all 10 fingers are the clown noses.
An offshoot of See No Evil, Hear No Evil, Speak No Evil. Three people posed in those classic positions. On all their fingers are the clown noses.
A person bundled up in winter gear for warmth - with a backdrop of snow. Some foggy breath and a red clown nose.
An angry man with a really angry scowl on his face. He is wearing a nice great big red button and there is some guy with a ridiculously happy expression on his face pushing the button. You've heard the expression 'don't push my button. And yes you guessed it either they are wearing the noses on their noses or on all fingers of their hands or perhaps both.
A forlorn little girl with pigtails stares unhappily at a soda can in her hands. One look at her fingers and it is obvious as to why she is unhappy. She can't open it with those clown fingers. Mayhap have one hand posed in such a way that shows the struggle.
Four guys posed like the "Hitchhiking Ghosts" from the Disney ride the Haunted Mansion (posed but not necessarily dressed). Standing on the side of the road they have their thumbs out to hitch a ride. Yes, you guessed it - on their thumbs is the clown noses. Perhaps a sign in the backdrop shows their destination (hmmm, I wonder if there is a town or city with a connection to clowns...Barnum 10 miles Bailey 25 miles, etc)
So do I get hired as Creative Consultant:-):-) ?

A brightly painted clown (without a red nose) in the woods and armed with a rifle, taking aim at a Red Nosed reindeer.

Chicken Pox. . . kid or adult in underwear and lots of red balls as chicken pox
Bar or drinking scene . . . lots of people are going with the people wearing the nose so this is a different take. The drunk red nose effect.
Fake juggling. . . with some fishing line you can create a 8 balls in the air fake juggling scene
Blackberry issues . . . a case of repetitive text or email finger. A funny shot with a business person unable to type on their blackberry because of red ball fingers

So if resources where plentiful , which they usually aren't ;)
I imagine these things float well...
Get a flag for the 20 most popular countries in the news these days. Stick those tiny flags in, one per ball. It's sunset. The sun is below the horizon, the sea isn't too wavy or too calm. Set them out to sea. Low angle shot.
Titled: Floating Apart
I liked CNovack theater idea. Working off of that. I'd get 20 people , each have the red ball on their nose. Everyone's laughing. Light of the big screen reflecting off of their faces. Say "Pee Wee's Playhouse" LOL.
Or just arrange them 20 red red noses into a shape of a question mark ?
You can glue them together like that and set them a float in a pool or offset their contrast in green grass or in a sea of yellow balls.

- maybe a bald guy with the noses stuck to his bald head - simulating hair - next to him would be a rogaine kit or similar.
i think the balls would tip over though.
