Okay so heres my attempt with the cartoony effect. But the one thing I think would make it better is to us ehte liquify tool to enlarge the eyes. BUT me never using liquify i failed miserably at it. Can anyone attempt it or just comment on my cartoon attempt? thanks!

I'm not sure it looks cartoony... it seems more high key in my opinion. As for the liquify, I would also be interested to see how it is done, having never before used it. But anyways, I'm just not sure your picture looks like a cartoon. We may have a different idea of what cartoon means as well. Nice picture though. :) |

I usually trace the image in vectors to get to a "cartoon" image - then you can use the distortion tools on the vectors in PS or Illustrator to complete the cartoon look.
I use a Levels layer to adjust the levels in the photo to show the areas that should be outlined to define your character.
Does that help?

Ed: Grab Line Art and Lithograph while you are at it... the combo of the three can make for some interesting stuff.

I personally don't like that kind of cartoonyness(not even a word but whateva) I was trying to go for more of a dave hill style, but i think i went overboard |

Gotcha... run a highpass sharpen across a couple times and them a ton of burning. A style all it's own. |

feathered the selection
used the CNTL-T distort option
Held the shift and alt key while scaling up
That's how I did the first one.
Then Liquify to increase the center of the eyes for the second
The liquify tool has a "expand out' tool about half way down - I made it huge - like 100 pixels, put the center of the brush in the eyeball and clicked for about half a second - you can watch it expand in real time and unclick when you are done.
You're a kid, pretend it's nintendo and just goof around with it! :-)

pfff Nintendo is too old school for me! Now I'm more of a pool playing kind of guy, and the occasional play on the Playstation 3. |

Cool stuff, but I think you are in a little close to model for it to look right.
You have the pefect one here
to try the technique on... (don't mess with the eyes...you don't need to)
Do a Noise Reduction/Skin smooth
Mask the young lady to a layer
Dup the background to a burn layer (50%)
Highpass on the young lady layer, Smooth if you need
Burn detail back into the hair

How'd you do on your DH type stuff... I got to looking around on his site and found that style interesting. Decided to play a bit with a shot of some peeps at work and it ended up like:
It was a quicky, Eight layers each person over sharpened individually then a bunch of burning.

Sorry for dredging up a couple week old thread, but I ran across it and thought I'd throw my two cents in. PS has a filter under "Artistic" called "Cutout" that works well for turning photos into illustrations. You can also use it in the Filter Gallery with other filters like "Dry Brush" and "Poster Edges" to create the effects. Here is a version of "Cutout" by itself:
...of course you may have been looking for a different kind of cartoony look altogether. :)
