I am looking at buying an affordable notepad for use with photoshop. Does anyone have any suggestions?

I'm not sure what you mean by notepad...do you mean tablet?

if so go with wicom it's the best.

I have a Wacom model: CTE-440

I haven't used any others, but I like mine and it was pretty cheap.

Even the least expensive 4x5 Wacom tablet will be a big help with operations like retouching, masking, and dodge/burning. I have a couple which are over ten years old and still working.

If you plan to do a lot of actual drawing/illustration you may need a bigger tablet. If you are seriously into digital "painting" you want a Cintiq. : )
