If you are doing anything over a few seconds as far as shutter speed goes, does it matter when during that time the flash goes off? Say you do a 10sec shutter speed, would it make a difference if it went off right away, or near the middle or end?

I don't think it would as it is the same amount of light that is being absorbed by the sensor no matter when you hit the flash.

Unless of course you have moving objects, then you will get completely different results...

I did a quick google search, couldnt find the article I saw a while ago but there are some nice examples here. I particulary like the playing card shot.

It does not affect exposure.

One big difference is the apparent direction of travel.

1) Imagine taking a long exposure of a car going past, with the flash going off at the end of the shot (2nd curtain sync): you have trail lines going out of the back of the car, ginving an impression of speed.

2) Have the flash at the beginning of the exposure (1st curtain sync): you have trail lines going out of the front of the car and it looks as though it is going backwards.

By default, most flashes fire at the beginning of the exposure on the assumption that you have fixed your subject matter in frame when you press the button. You can set up a flash to fire at other times by delving into the option menus, or operating it manually.
