i have a question regarding selective desaturation ... because i would like clarification regarding basic challenge rules.
*please don't thread jack this into a 'gee it's such an overused technique' ... just comment whether it's legal or not.
now, there's a shot in the shallow dof challenge that has this technique, i won't mention which shot, but it has been validated by the site council.

but in a recent challenge this shot
was DQed for using selective desaturation.
is it legal, or does it depend on the technique used to achieve it????

It depends on the technique use.
For basic editing the slective desat must be global... ie, desturating all color channels but one.
For advanced you can make a selection or use a layer mask to choose what you don't want to be color.
Edit to add:
I don't have any selective deast images to show for basic editing, but this one used a similar approach to selective color shift pink to yellow.
Edit again:
Now look what happens when I take the challenge entry and slide saturation of the Yellow channel in a hue/sat layer all the way to the left. this would be Basic legal.

I beleive it depends on the technique used to achieve it. if you can achieve it by using channel mixer , in normal mode and 100% with no maskign then it should be legal. (I THINK) I've never done it in basic but that's what I've always known to be true. |

It depends on the technique used to achieve it. There is a great tutorial by Konador on how to selectively desaturate within the Basic Editing ruleset here.
