How do you create such shaded border?

The border is on a separate layer and you add a drop shadow. |

Assuming Photoshop... make sure the border layer is selected and then click Layer > Layer Style > Drop Shadow. |

I am using Adobe Photoshop 5.5.
Layer > Layer effects > Drop shadow does not seem to produce any change?? |

Is your canvas larger than your picture? You should have at least 2 layers.
1) White background that is about 1 inch bigger than your image
2) Your image
Select the layer that your image is on and "Layer > Layer effects > Drop shadow." There also should be adjustments to control what angle the shadow is coming from and a transparency to adjust the darkness of the shadow.

Looking at the photo we see there are three layers. From top to bottom.
1. Black border - You apply a drop shadow to this.
2. Photo - You also apply a drop shadow to this.
3. White background
Edit: For a similar effect as the image try:
Opacity 50%
Angle 150°
Distance 5
Spread 0
Size 6

I think he is trying to make a drop shadow using multiply and the wrong colouring for it to show and possible the wrong width...
