i want to ask if which is better in saving files, i mean what procedure in saving as JPEG do i get the highest quality - through 'save for web - in highest quality'' or 'save as jpeg - in highest quality'..

Use Save for Web for DPC. Save As includes thumbnails and EXIF data that increase your file size. Save for Web allows you to devote all 150kb to image data.

I think the quality is the same in saving both at the highest level. Save for Web will just strip extraneous non-image information from the file to make it a little smaller for a quicker load time.

Deepends on your reason to save as a JPEG.

Save for Web is just that, save for web. It handles web sized images well and allows you to easily get the most out of limitted size. It also strips metadata from the file, not wasting that space.

For Print (full res photos) Save for Web doesn't do so hot. It struggles with large images and can crash your computer. Save As at highest settings is your best bet.

another thing,

In save for web:
do the quality deteriorate when i slide the quality to 90 (instead of 100) just to make my file below 150kb?

In save as:
do the quality deteriorate when i change from highest quality 12, to highest quality 10 just to make my file below 150kb?

Well of course it does! That's why it's a Quality slider. For DPC, you probably won't see any difference with a quality of 80 or 90 compared to 100. Images with lots of detail (especially if sharpened) result in bigger file sizes, and could require a setting as low as 60 or so to get under the 150kb limit.

In both, the quality will deteriorate when the settings are below meximum. Whether that is visible depends on a lot of things, but 90% or 10 will not usually be visible.

Save for Web also has a great feature that I use for all my web images -- Optimize for File Size. It's very handy for getting in under the DPC file size limit.

what does optimize for file size do? does it got a trade off for lowering the file size?

It automatically sets the compression levels and such to get your photo as close to (but not more) than the file size you specify.

It's like Aperture Priority vs. Shutter Priority. You can either pick the quality and let PS figure out the size, or you pick the size and PS figures out the quality.
