Thanks, Jeff. That was my first try at duotone (or was it tritone??)
Anyways, put a 9% opacity red and blue fill layers over a black&white on hard light I think. (Elements doesn't do duotones automatically)

I lied, the blue was on color dodge, and the red was on lighten; 8% and 33% respectively. I should post that crud in my comments.
