I'm trying to learn how to straighten out a horizon. I'm using the DPC tutorial and it says to use the measure tool in photoshop. Is this tool available in elements too?

Don't believe Elements has that feature.

To correct perspective in Elements, you should convert the background to a layer by double clicking on it. Then, select the move tool and hold the Ctrl (Windows) or Cmd (Mac) key down while dragging a corner handle.

I correct perspective in Elements 3.0 by selecting all and clicking on Image: Transform: Distort. You might want to rotate first. The distort allows corner movement for straightening with left click and dragging the corner to get your horizon straight. I also choose View: Grid to check the straightening.
