What can we do in advanced editing? Are we allowed to use the brush tools to change the color of eyes/skin/clothes,etc without changing the whole photograph? Can we cut heads off? If we can do any of these things, what and how do we do them without being DQ'd? I feel this is somewhat of a fuzzy area, and many of us are not allowing our true talents to be exposed, because we do not know what we can really do.

With a few specifically mentioned exceptions you can do anything you want. Other than the literal artwork and other content based rules, you can not add, remove or move major elements. What constitutes a major element is probably the most ambiguous portion of the rules. One often stated rule of thumb is pixels can be altered in value, but not in position. But, as I interpret it, all the rules (with the exception of the content based restrictions) are centered around the major elements clause -- it is subjective, but any editing can be taken too far and fall foul of it.

... which is why you'll always get a fuzzy answer. There is no way to define how much editing is "too much" without evaluating each individual photo against its original capture.

Perhaps a good guideline might be that, if you have to ask yourself if someone might think it's "too much editing," then it very well might be so ...

I'd consider someone's head to be a major element.

You could legally "remove" it by cropping, but not by cloning/retouching.

How can one remove a head from the body, put it in their lap, and not get DQ'd?

By doing it all in camera. :) Read the details, he explains it there.

If you're referring to GraphicFunk's excellent work, did you read how he did it? Well within the rules.

I think the shot you're thinking of was just cleverly done ... possible techniques can include the use of props and/or multiple exposures. Check out some of the tutorials and "how'd they do that" articles listed under the Learn menu.
