It is listed on the webpage as an action so I would say. In your action folder like Laurie suggested above.

I felt inspired to download that action, too. I managed to install and even run it (go me!)
However, it didn't give me any choice re setting, it just ran and did it's own thing. I had expected it to stop here and there and get me to choose strengths/settings.
What am I doing wrong?

When using an action, if you highlight hte header and run it, it runs the entire action as a script. However, this particular action is composed of MANY separate pieces, so it can be advantageous to take a more methodical approach: instead of highlighting the header and running the entire action, highlight the FIRST STEP and run that. Then run the next step. And the next one. And so forth. You can mke whatever alterations you want to to the composite file between steps, then run the next step.

It takes some familarity with the long-term effects of these individual steps to predict what effect early changes will have on the final result, but it's fun to play with. It's a very creative action, I love it.

Here was the first image I played with...I took the approach Robert mentioned below (going step by step). Still need to play with this action a lot more to get it to where I want it. All alterations done outside of GG were the same. Let me know what you think.

I included the original for GG experts to show me what they can do ;o)

Ring fencing the cows first gives a great outcome....

First I did levels and bumped saturation. As a rule, GG works a little better if the image is a tad toolight to begin with. Youc an always tone down the finished product. Then I drew a selection around the cows and the barn door and aprt of the loft opening, an oval, and saved that. Then I ran COI GG and loaded the saved selection when prompted. That's about it.

I like the effect on the trees and greenery in the background, and the dreamy effect on the girls' faces...however, I might suggest possibly using the history brush on their eyes, just to bring some sharpness back that gets diffused with the action. The skin tones become a bit reddish, you can probably adjust that with hue/saturation. Beautiful shots and gorgeous girls regardless! :o)

i used the desat for the reds already as they both came out with ALOT of red in the faces....ill go back and desat somemore..i noticed that when i lowered the reds on them both they showed alot of yellow around the edge of the faces and when i desat the yellow the faces became more of a black n white photo with a color BG...how do i combat this? and how do i use the history brush? im really ignorant on the whole photoshop thingy...just learning to not use the auto stuff and trying to learn to adjust them all myself

This one (an outtake for "sihlhouette 2") is a Gothic Gow image, a realtively understated use of it...

Here's my PaD from today...used Gothic Glow and layers and the history brush to retain some of the detail.
