I know it's probably simple and has been addressed somewhere in the forums, but the search function isn't working for me to find a similar thread.

How do I create borders of different sizes, colors, etc. in Photoshop 7? I haven't found much luck in PS help for what I want to do.

There are many different ways and many different styles of borders.

The basic way is to select the color you want and then use Image > Canvas Size and then select how large a border you want. A 10 pixel border would give you a single color thin border.

If you want a double border then do above and repeat with a different color.

If you want a border inside the image you can use the marquee tool to select the square inside the image and use Edit > Stroke to make it solid.
