I wanna begin restoring a old picture so iam wondering if theres a set procedure for restoring them any tricks or techniques any one knows of thanks

They can help a lot too.
First, I usually try and figure out what I can fix easiest - crop, rotate, get a basic idea of how the pic is going to be. Second, I get as good an exposure as possible - brightness/contrast and color where it should be if it isn't too difficult. I do clone/heal last - just to touch up the rips and tears, etc.
If you show the pic, I can help a lot more.

I already did levels and now iam working on cleaning up the tiles i havnet yet resized i'll probably do that next

Levels is a good place to start, but don't resize until you are done, or you absolutly need to. Otherwise, you have a difficult time getting a good print.
Also, I can't tell from the image, but for a good same-size print you need to have scanned the image at 300dpi or better.

Yes, start off cropping it and making the pic how you want it to look in the final one like this:

Remove the yellow tint by turning it greyscale then back to rgb like this:

Add some contrast back (I added +20)

Then heal/clone and fix the rest of the marks. Burn in where you want more blacks, etc. Here's my 5 mins version:

I don't know, but pure b&w doesn't seem to fit the picture, I like it with just a little bit of color to it.
needs some more work to it, but need a larger image to really work on it. Do you have it someplace else in a larger size?

yea i was thinking the same thing but the background something has to be done to it otherwisethe picture is worthless retouched everything will be right except it :(

| If I remember correctly you said in a post a while back that you use PS. If so I would recommend the Photoshop bible for your version of PS. I have Photoshop CS bible and it dedicates approx 48 pages using various techniques in restoring pictures form scanner dust to tears, fades, missing components, etc. A nice book to have. |

I will. Can't wait to see the before and after. Good luck and I hope it turns out very nice.
BTW: There is money to be made by doing Picture Restoration. I have a friend that had an old picture that was in bad shape on the left third side. She took it to a profession business and the did an OK job and charged her $40 for a 4x6. I asked her if I could scan the original and see what I could do [because she was not happy with there results] and mine came out 100% better and it only took me about 30 minutes to complete. Not to say I'm better than them, I believe I gave it more attention.

I kinda cheated but i like it iam trying to figure what to do with the back ground i jus cant leave it white maybe gray? gradient?
