You do not resize to a dpi setting, you resize to a specific pixel x pixel size ie. 800 by 600 or 1024 by 768. you can have a dpi of 100 for both size pictures. |

In PS itself, it is "Image/Resize Image" from the main menu. Click "resample image", click "proportional", set 100 as the value, and type the desired pixel size of the long dimension (640 for DPC) and hit enter. I assume Elements is similar. Certainly there's some sort of resize image dialogue box in the menu.

After resizing, select View\Actual Pixels (Alt+Ctrl+0), or zoom to 100%.

DPI settings is only for printing. An picture that is 640x480 will have the same size on the screen at 50 DPI as it will on 300 DPI. However if you print the picture it will be alot smaller at 300 DPI.
You can test this in PS if you click and hold next to the zoom level on the status bar. A symbol of a paper with a box inside will appear. The box is how large the picture will if you print it. If you change the DPI (without resample) to a higher value the box will appear smaller. |
