It doesn't look like a polarizing filter was used...it really helps water shots. I would also like more foreground elements in the image. The color, feel and composition are very good.

It is hard to comment on framing without knowing what is around the image, but my sense is that there is too much water and too little in surroundings. I would also have liked a bit slower shutter speed to blur the water more. Also, there is a lot of glare in the surrounding area that I can see, waterfalls are better photographed on cloudy days or times of day when the sun isn't on the water. Based on the water at the top, I don't think a polarizing filter was used. Those filters always improve waterfall shots.
