The wet street and the colour choice really work well for the atmosphere of this image. I think the problem here is the composition / perspective. The lamp post cuts the image in a way that seems uneven, perhaps if you had taken the shot more to right and aiming the camera at a 45 degree angle you might have been able to capture the lamp post as part of the image instead of an obstruction JMO ( I'm pretty hopeless at explaining so I hope this makes sense).

Great use of the overlay. I'm not so sure about the blueish tones in the border section (coule just be my monitor). I think I'd prefer them if they were just a shade of grey.
