Didn't vote on this one so I saw it only now.
Love the subject and the processing.
The shadow of the little girl makes me think of a girl's face outline in profile, with the strangest hairdo..

What wonderful things one finds with a little patience, just browsing through old challenges or travelling by train.
I remember this story from Tiziano Terzani, a journalist for Der Spiegel. He was travelling on a russian train, in the middle of the steppe, when a massive armed conflict exploded between two gangs of criminals. The huge fellow Russian passengers he shared compartment with basically picked him up and carried him to an empty wagon which they barred. They spent the long night between vodka and bread, laughing without understanding each other, or perhaps not. The train didn't slow down a bit, piercing the frozen void of the night. Because a train's job is to carry life, not to stop for it.
Not quite sure why I write this, trains do carry lot of life, but they also freeze the course of things, give time to look back and forward.

I liked the idea and the way you implemented, and gave it a 6.
The choice of WB/hue didn't really work for me though, and probably the red background was not the most effective choice.
I would think that a neutral/desaturated rendition, kind of corporate style shot, could go well with the concept. Or an high key, luminous feeling, coherent with the fictional 'happy/safe feeling' the government is portrayed to offer, but in contrast with the actual meaning of the image.
The choice of clothes is just spot on.
Illumination works well in that it's even. Another possibility could have been something more contrasty and dramatic, or softer and sunny .
Two very minor nitpicks would be that removing the hp logo would make it more general, and perhaps the "government censorship" bit in the title could be redundant. The image is extremely effective in conveying that part of the concept even without spelling it out and people like the feeling of grasping the concept without too much help (a balance difficult to strike, sometimes, my titles are endless :).

Another possible take on the scene could be the gov't guy holding a blindfold in place with one hand and offering a cup of tea with another, a different PP for the area illuminated by the laptop and for the surrounding environment.
But I am probably just being delirious :)
Good job, I think with a different PP it would have scored much higher.
