I almost submitted a similar "cityscape" scene at similar distance to this. But decided not to because of the problem I see here-- there's truly no focal point to follow the rule the 3rds. This is a pretty good night shot and lighting, though I think the car in garage has the strongest visual impact because of it's lighting--but not strong/large enough to follow the rule.
