Thanks for the comments. This effect was achieved in Photoshop using gradient masks and the Lens Blur filter. These are full-sized boats.

The actual photo was taken on the Amstel river in Amsterdam, and yes, those are lock in the background.

this shot is a bit too busy, and from the building in the background, the horizon is not level. the building in the background also detracts from the elements in the foreground.

i believe this shot could have been improved by using a polarizing filter. the highlights on the car are blown out.
