Not sure if you use Photoshop for editing, but on this one there is some motion blur that I find distracting. Try the USM set on motion blur to try and make the nose look more in focus. And I cannot stress enough - the eyes! Try to really bring them out and get them nice and sharp.

Perhaps a tight crop on this one as the dogs seem a bit distant. Also, I would make some curves adjustment and bring out a bit more detail on the dogs.

Hello from ...just me.

I personally find this to be an awesome shot. I love the muted colors in both the sky and water. BY using a slow shutter speed, you have effectively use not only the rocks, but also the water to draw my eyes out towards the ships on the horizon. A very good use of the rule of thirds here too.
I gave this shot a 10 during voting, and feel it placed much too low.
