To be honest, I got it in an email. I think it is a series of still shots that are put together to make an animation. I believe that PS will let you do this with images.

I would have liked this much more if the streetlights were gone. Otherwise very nice detail on the dome.

Lighting is very good and composition well done. The twigs? across the models legs are very distracting and detract from the overall effect.
