It is not easy to be honest, it is called the Droste effect technique done by Photoshop CS3, the version of the PS doesn't really matter, you can google Droste effect, you will find some tutorial, I would gladly tell you how I've done it, but I found it a bet complicated, kept trying for 2 nights total of 10 hours till I managed to get it right. Google Droste effect in PS and let me know if you still need more explanation.
