Hi Riyadh ,
English is not my first language , sometimes when I read the subject of a challenge I'm not sure about what it means ; forums are very helpful , usually under Current Challenge it's possible to find more information.
As some comments said , your photo DNMC = Does Not Meet the Challenge. This have been the main reason for the low score.
About the photo , it's very emotive . With a better lighting or maybe just from a different angle you could have avoided the strong shadows on the boy. For some reasons (composition , balance , etc.) people prefer to have the subject off the center , this could give strength.
I think that a closer view would have added interest.
I wish you good luck for the next challenges !

Me alegro mucho de que me haya tocado comentar esta foto (he ingresado recientemente en el Club de la CrÃtica).
¡Vaya momento más bonito elegiste para sacar esta foto! El cielo está genial .
Lo primero intenta aprovechar el tamaño máximo de 640 pÃxeles , mucha gente aquà resta puntos a la hora de votar cuando ven una foto más pequeña.
En cuanto a la composición , creo que habrÃa ganado bastante si hubieras incluido más vista de la ciudad , con todas esas pequeñas luces.
En los comentarios que te dejaron mencionan que quizá habrÃa quedado mejor sin la luna , ¿te habÃas planteado recortar la foto por arriba? La verdad , creo que cambia bastante ya que la luna aparece muy brillante y atrae la vista hacia ese punto.
No sé que programa utilizas para editar las fotos pero hay un programita gratuito , el Neat Image que ayuda con la reducción de ruido , otros usuarios prefieren el Noise Ninja pero es de pago.La verdad que resultan muy utiles para disimular el ruido , se puede afinar bastante con los parámetros.
Es una bonita foto.

I notice that it's the second time that you submit a photo taken in the same place , your wish to have someone praying has come true.
I prefer the other composition , maybe more classical but this one is interesting too.
I'm sure that viewers/voters have appreciated the presence of the prayer , that gives strength , a relation between human beings and holiness.
The colors are warm , they help to create the atmosphere , it would have been fantastic if there were less light outside to see better the stained-glass windows. And hard to work with the inside lights , you have done it very well !
Maybe to avoid the "distracting" effects you could have centered the attention in the altar zone but it would have been more like your "Sanctuary" , I suppose you preferred to do something different in this challenge.

You're right , it's a beautiful building. Now with the movie "The Da Vinci Code" it seens that some places are becoming fashionable , not sure if this is good or not ...
Title I'm not good choosing titles for my own photos and never vote lower because of a title but I think that you needn't to add "Historic".
Composition I suppose that you have try to choose the best place to take the photo , sometimes there are elements impossible to move or avoid. Personally , I think that it's a nice view.
Impact Again I have to suppose that you chose to take the photo at this hour of the day/night to avoid people.It's maybe a bit flat (except the bright light) , the sky is very dark and there is not enough contrast with the cathedral. Playing with the hue/saturation of the blue tones and with usm (aplying different values) would have helped the Cathedral to stand out.
Good luck in the future.
