I disagree with this DQ, as many people have used effect filters before. Take a look at the Impressionism 2 challenge for many images that were not Dq'ed using similar heavy handed PS techniques. I will add though that that challenge was run under different version of the Advanced Editing rules so perhaps this there was some changes. but I am surprised to see this decision.
