Original picture with a very nice contrast.
Not sure it was possible to avoid (or even clone out) the rail, it's not that distracting after all.
The first not horizontal line against the frame below is more annoying.

The concept seems very interesting, but the quality is poor (white and black dots, pixels, artefacts...) Looks like a crop of a much bigger image or an image capture @ very low resolution.
A pity, it's a good - even fascinating - composition

I'm afraid I don't completely understand your intentions here:
the background is a perfect night shot, superbly exposed, showing a great technical skill.
The foreground is so obviously deliberately blured and invading - but in my opinion it's working against the excellence of your background, and also against aesthetic.

Good composition, and rather fascinating subject.
The image is globally very dark though. The good point is that it emphasizes the contrast, but the image is still contrasted enough, and more attractive, after a simple level's adjustement.
