I think the heavy black frame accentuates the over saturated colors, unofrtuneatly in a negative way. I'm going to guess that you ger some "oversautrated" comments that you wouldn't have gotten without the frame. A picture submitted for these contests does not need the frame treatment that a photo on display would. There is already the frame of the computer screen and the grey DPC frame. Adding orders is a delicate thing and many voters mark down for distracting ones. Study some of the winners - most have a border that is thinner than this one. Yes, I like the image but it seems secondary to the frame.

Great colors and an exceptional scene. Your boat and orange clothing is much too centered for me. The border should be placed deep in the center of that lake.
