This looks like a homeless person to me and not someone waiting to access an ATM which should be open all the time anyway. Am I supposed to think he is waiting for the bank to open? Perhaps it's a cultural difference but I just don't get it. In terms of photographic interest there is potential for a nice human interest or photojournalistic shot but while there is a certain amount of irony in what appears to be a displaced person resting outside a financial institution, the static surroundings are just too uninteresting to be hogging all the visual weight from the main subject.

The background is washed out. Try reducing the brightness and you'll get some nice shadows in the forground.
