Interesting stormy effect by the long exposure. It makes the weather look very foggy and/or rainy. The stationary railing gives the feeling of safety on this side while there is danger on the other side.

Nice composition. Being an advanced editing, I think you could have cloned out the two imperfections on the pumpkin. Not very sure, they allow this in advanced editing.
