I think you had a nice concept and a good place to work here, but something just misses the mark. You've used a longer exposer to get the blur of people leaving which I like, but because they are so far from you it is hard to make out that this is what you intended. Also, you have a nice, dramatic sky to work with, but it seems a bit blurry. I think getting closer to the action and underexposing a little bit with a slightly shorter shutter speed would have improved this.

It looks like the focus may be on the first orange pole instead of the building, so the image comes off as blurry.

There are people in this image. DNMC. The low lighting conditions also caused a blur that's rather unpleasant.

i definitely see this was evening, therefore, your shutter speed decreased considerably -> and you've got this shaky image. I would suggest you use a tripod.
