This is great and was underrated. I hope you printed this and hung it! The dry brush is an underrated tool in PS. I think the filter use here is rather subtle, I didn't even realize it at first.

excellent work, neil, as well as under-appreciated! don't sweat the scores below 4--that's typical, and not really worth consideration.

the only thing i'd suggest your doing with this is to revisit your image and try various differing crops to see if there is a more powerful presentation of the imagery you've captured. you've got a very strong foundation image to work with, and there might be any number of treatments that could work well. keep up the great work!
