Don, it's the child in your eyes. Never loose that. I always find drive by shots interesting with the blurred foreground. The white fence helps settle the eye where the action is.

Are the colors desaturated? Maybe it's just the discordant scene of what look to be men climbing on the playground jungle. Is something dramatic going on here, or just something unusual? Why does it feel spooky? The tilt of the scene perhaps jangles inner emotions. I like the stippled, blurry chain fence that beautifully engages the maze of shadows.

I'd bet it's the shadows on the ground that caught your eye & imagination. Possibly the only safe way to photograph a child in a playground is while driving by, but the slight blur does it no harm.
