First thing that strikes me is that this photo is not tack sharp. That element works well for this shot. The tones are very warm and pleasing as well. The disheveled hair, facial expression, gesture all add elements of sadness, curiosity, and innocence all at the same time.

Great photo. If it were in a challenge, I'd give it a 10, easily.

Exciting shot there with all that blur and nice hair texture. Inspires me to go out and shoot some copycat pics - but I am going to have trouble emulating what appears to be so spontaneous.
