I'm not sure if this was an application of an artistic effect, or just an overexposed shot. Either way, it does not come off well to me, I'm afraid. I think improvement of this one needed to start in the camera.

actually I only got just and an hour or so to enter this, so I entered what I could in that post processing time. I noticed the skewness in composition but left it untouched believing that might not hurt it too much.
