Wow, this is a truly incredible shot. There really isn't a lot that I can say in terms of improving the photograph itself. The colours are fantastic and the setting is ideal to show them off, with a clear subject and great DOF. Going through this competition I've seen a lot of grainy images when digital cameras overcompensate, but here it has all come out perfectly, proving your knowledge around a camera. The 2.5 shutter speed was certainly an excellent choice and seems to be the primary aspect that puts this image head and shoulders above the others in this competition.
In terms of any negative points, and there really are very few, I think that the image might be a little too chaotic for some. The boats, string of lights, reflections, and surrounding buildings slightly crowd the lights coming from the central subject. Also, the colourful and vibrant blues and oranges make the boats a little yellowish, which I find slightly distracting.
However, with that said, none of the composition is really avoidable and I'm very surprised that this photo didn't actually go much further in the competition.
