I don't find it chaotic.. rain tends to calm me down most of the times. The the water drops create a blur, dreaming scenery. Imo straighten it would loose to much, it's fine as it is.

The unexpected, something that creates not just good, competent photos, but makes for exceptional images. In your case the quick decision you made to photograph in the rain behind glass gave the opportunity an exceptionally interesting image to come about. I learn that from you that relinquishing total control can lead to much better photos.

I sense chaotic, but more WWII level chaos rather than wind and rain. Fleeing to the countryside to escape the ravages of war kinda thing. And I like the shot, and the processing. Maybe not the whole fleeing war thing as a concept, but I like that the shot represents that to me.
