To me, the foreground bokeh is not immediately apparent. Becasue it is almost completely below the gulls, the green actually appears to be a bush beyond them. Upon much closer inspection I see that, yes, it is in front of them. I think that that is where your score suffered. People vote quickly, and may not have picked up that it was in the foreground.

I too agree with JuliBoc. I wish the gulls were facing the camera. But otherwise, I like the shot.

The composition is slightly lacking.. everything seems backed up into the corner with unrequired negative space in the forefront.. Better positioning and lighting would have helped.. and maybe not using a distracting back colour would be better..

The subjects are lost against the background and it is difficult to make them out. The first two birds appear headless. The blue water at the top also looks over processed and unnatural. A different angle, possibly with the birds against the water only or the sky would've made them stand out more.
