The fence is too distracting. Two suggestions - either use your graphics program to trim this. Attempt a bit of a panorama look, start with maybe a 2 to 1 cut. Second, go back to the area and ask the people who own it to let you in for picture taking. If you are graceful about it and promise them prints they may go with you on this.

ditto. I'm getting a headache. It might have been ok to include the foreground fence if it had been as focused as the rest of the picture. But this is only my opinion.

Please forgive me, it is only my personal opinion, but I don't like this photo the way it is.
The foreground fence is too blury which is very distracting and makes me dizzy.
The space left for the background is too small in the frame, which makes it look like a miniature of some kind rather then a real fench with plants on it.

Perhaps if the foreground had been much much thinner, this could be better. But with the colors of those plants that I get to see, I doubt those foregroune stripes are necessary at all.
