I was hoping there would be some description with this image. My assumption is that the person on the ground is a beggar - the metal pan can makes this clear. This is likely a stunt to provide pity and to theoretically make money. The others are people passing by who have seen this more than once in that area and are essentially trained to ignore it. The way it fits the challenge is that being underwater is another term for being in debt - also there is staining on the steps that cascade - this is another use of water - and the bottom of the stairs is under that as well. It is quite a splendid capture that deserves the egg:

There's a lot going on in this picture: the sculptural shapes and shadowy figures in the foreground, the mysterious path going down to the water, light refletions in the water, the futuristic building in the background... I found myself ignoring the sky completely. I really liked the picture but IMNSHO it wasn't the best for a night sky challenge.

This feels like it became "blue" through editing and wasn't a blue capture from the get go. The green hue to the sky is not appealing and doesn't enhance your image.

my favorite of the chameleon pictures that I've seen on the site recently, vibrant colors, great catch of the action and strong composition
