There is a tutorial around here somewhere. The title was something like Shattered, or search on animated gifs. They're actually really easy.

Beautiful portrait. On the fence about the effect. Wondering about the 'stick' or whatever it is coming out of the top of her ear? It almost looks like she was wearing glasses but you shopped them out and forgot this piece. If it is something in her hair it is not strong enough to bring that out. It just looks funny. Would like to see this without the effect applied. It seems to have placed some specks and lines on the face/neck that do not belong.
