Huge contrasts, in color, textures, architecture (modern rectangular, classical, modern waviness), emphasized by your processing. In the balance of it all the pavement is a bit overpowering, I think.

The central wavy floor/ground is very chaotic to the rest of the image details. That high contrast with the waves VS the bold square lines and forms of the buildings compete almost equally with each other. From this POV, the waves overtake the image even though it seems to be a very balanced comp. Interesting design choice for the area.

Sort of need to imagine the nostrils as being the eyes of the creature. Then it becomes a horse of a different color.

wow lots going on here, a lot to look at. Im liking the big loose curves in the pavement pattern I feel it compliments and softens the rest of the square angles in the buildings. works for me.
