That looks like such a fun parade! The costumes are fantastic. You captured the vivid colors well. Those bright colors are so easily over exposed.

It looks like you were in a shaded area, so my suggestion for next time might be to bump up your ISO a bit so that you can use a faster shutter speed. Paraders do a lot of waving and their costumes generally have a lot of moving pieces. I think that movement blur really had a negative impact on the shot.

Composition wise, it's a candid so several rules are often forgivable, but there's still the basics to keep in mind to make the image powerful. If you look at your rule of thirds you have the tail end of a car and the subject's wave, your subject, and then the next row of paraders. The tail end of the car cheapens the shot. I know, I know.. cars are big part of parades, but I find it distracting for this shot. It takes away from the parader's wave, which should be the main action of the shot.

I think your final score may have been lower than if you had entered this into more of a themed challenge. Freestudies are tough.

I gave this a 6. I like the central figure (and how he's perfectly in line w/ the first row - I thought he was supposed to be part of that row when I voted!)

I sort of like the feeling of motion - but fell the need for more clarity somewhere. Either have the marchers in focus (I'd really like to see more detail in them, although maybe that wouldn't score well either), or have the buildings in focus to contrast w/ the blur of the moving marchers.

Even as is, I don't think it deserved such a low score.

I think you've captured the quirkiness. What I noticed looking at it is that the front row of marchers lines up perfectly with the character who 'stepped' into your shot. I think a closer crop emphasizing that aspect of the image would provide greater impact.

Kelli, I like it 'cause of being a Pennsylvania boy and knowing about the Mummer's Parade. That said, I think it got slammed because of there not being so much of a defined subject in spite of the reveler in center stage. It's very busty, and honestly, he doesn't stanmd out from the other celebrants, but they are glaringly different from their surroundings.

But you still have a fun, cool shot for the memories!!! I LOVE his/her costume!!! Nice job!

There's real energy here and the quirky subject is great fun, though as you've probably realised, quirky doesn't normally resonate well with DPC voters. But you're awesome for submitting it!
