I think he's swearing an oath. It reminds me of school assemblies when I was a child. Hand on heart, the other saluting the flag we recited, 'I love God and my country,
I honour the flag, I will serve the Queen, and cheerfully obey my parents, teachers and the laws.' (Maybe this shouldn't have been abandoned.)
This is a brilliant shot and beautifully processed. What a shame they are replacing the seals with penguins. I can't imagine them being half as entertaining.
